Not only the Electoral College System, but there must also the same citizenship requirements for eligibily to vote. In order to become USA citizens eligible to vote, legal immigrants must live in the USA for at least 5 years and pass a civics test. The same must be implemented in the state of Montana so MSU and UM students who come here to enjoy skiing and beer and have no plans to stay and raise their children here would not overwrite the will of local Montanans whose taxes pay for all this great outdoor activities.
